DNC Board Meeting - March 7, 2013

Roland does the opening, Garvin reads the minutes
Debbie - W2 has 300+ organizational members, and over 5000 members
Jacek motions to accept minutes with amendments, DJ seconds, motion carries
Roland motions to approve the agenda, Jacek seconds, motion passes

Street Market Committee

Roland reports on the situation with his car being vandalized in the VANDU parking lot, and that Marion, the executive director of VANDU told him that VANDU would not pay for the damage despite the fact that Roland was acting in an official capacity at the time covered by the MOU between the DNC. This MOU specifically cites VANDU as the agency with liability. Recommends that the street market committee will write a formal letter to VANDU outlining the legal obligations under the MOU with the DNC. VANDU, by not taking responsibility for the damage is essentially condoning the violence.

Shelter Committee

Housing Committee

Debbie invited Jean Swanson to participate in the housing committee at the LAPP round table. This is the same meeting where Richard was 'approached' in a hostile way by Ivan. Jean has not reported back to Debbie regarding participation in the housing committee.

LAPP Committee

Safety meeting - people do not feel safe at First United, pedestrian safety also. Richard tells the story of trying to be the co-chair at the safety meeting, invited to do so by Debbie AE. Tracy Morrison told the entire room that Richard was not duly chosen as co-chair, and made him step down. She was joined by others that are being told this story by CCAP in an attempt to undermine the DNC. The DNC board agrees that this represents lateral violence against Richard incited by CCAP.
Richard was not taking anyone's job, he was merely stepping up to lead when no one else was there to do it. What Tracy did was not acceptable and not in keeping with the DNC constitution. People's voices, especially
marginalized voices should not be muzzled by this kind of behavior, and certainly not by an organization like CCAP that pretends to support the low income community.

Membership Committee
Jacek reports that there is a stack of memberships to get through and invites help from people to get the list in order. A meeting is discussed. Noon till 2pm tomorrow (Friday March 8) - at W2 - We can redo the membership form then and discuss

Report on Meeting with Catherine Ludgate and Helesia Luke

The DNC executive gave a summary of the issues between CCAP and the DNC over the last year. We told of the financial issues with Ivan not reporting on donations, the conflict resolution issues, and now the issues with CCAP telling the DNC what it can do with the LAPP appointments. Catherine commited to funding the DNC and helping us overcome some of the issues that CCAP has created. She also committed to holding a follow up meeting with reps from the Vancouver Foundation and the DNC executive so that the VF is no longer confused about what has been going on over the last year. Catherine also committed to coming to our general meeting so that if Ivan or other CCAP people try to pull something, it will be with lots of witnesses, including the CCAP funders.

MOTION: to the CCEC and VanCity accounts, Jacek Lorek seconds the motion, motion carries
Roland commits to taking the motion to the banks and setting these
people up as signers

General Meeting

Set up a special meeting on Monday, March 11 at 6pm after the Street
Market Committee meeting at VANDU to plan the General Meeting.
